Construction Updates for Soscol Avenue and Third Street - The Next Month

Flood Project work continues to impact traffic on Soscol Avenue between Pearl and Vallejo Streets, with periodic closures and with Soscol reduced to one lane in each direction at times. The traffic signal at Soscol Avenue and McKinstry Street has been put into yellow flash mode for north and south bound traffic on Soscol and red flash mode for westbound traffic on McKinstry, and barriers are in place to prohibit left turns from south-bound Soscol Avenue to McKinstry Street to facilitate work. The intersection will remain in this configuration for several weeks to allow for construction of retaining walls, roadway fills, curb and gutter, sewer lines, water lines and paving in the north bound lanes on Soscol Avenue. After completion of the northbound lanes, traffic will be shifted and the south bound lanes will be raised.

Also, Third Street will be partially closed between Soscol and Burnell on Monday and Tuesday next week with full Third Street closure scheduled for Wednesday September 1^st until December 15^th. Also, to facilitate a safe detour route, the new traffic signal at Eighth and Soscol will be activated on Monday August 30^th.

In addition, a meeting will be set up next week between Suulutaaq and Third Street residents to answer any questions they may have and address their specific concerns.

Road Closure/Construction Updates -- Soscol Avenue and Third Street over the coming weeks and months

Soscol will be closed on Monday, August 23 from 7:00 am through Thursday, August 26 at 6:00 pm. The closure is a result of the installation of a new sanitary sewer line that runs perpendicular to Soscol Avenue and under the tracks. The same detour and closure routes will be used as was previously done on Soscol Avenue. Message boards are running now through Monday, August 23 to advise motorists of this pending closure.

Third Street will be closed Monday, August 30th and will remain closed until December 15^th. Although the street was previously expected to be closed on Monday, August 16^th, it has now been pushed back by two weeks. Several utility conflicts have come to light recently. Delaying the closure will allow Suulutaaq and the multiple agencies involved in the project to incorporate the resolution of these conflicts into the existing schedule to ensure the most efficient work sequencing occurs to minimize the closure duration

Message boards will announce this closure during the week of August 23rd - one week prior to the actual closure. A new signal on 8^th Street at Soscol Avenue has been installed to maintain a steady flow of traffic. Auto and pedestrian detour signs will be put in place to indicate the detours to First Street, Burnell Street, and additional parking for customers.

Also, Suulutaaq has included signage showing the names of the businesses that will remain open during the Third Street construction to encourage traffic to these local businesses.

Pile Driving Activities on Sunday - Napa River Bridge

We wanted to let you know about some pile driving activities that are set to occur this Sunday, August 1^st for the bridge work on the Napa River Bridge. There will be construction activity between First and Third Street happening during the hours of 10:00 am -2:00 pm but the actual noise from the pile driving will only occur for approximately 1 � hours within this time period.

The added work hours are necessary to make up time lost due to debris and hard sub-surface conditions encountered in constructing the bridge foundations. These additional work hours are necessary to meet conditions within the environmental permits for working within the river and also to maintain our schedule of completing the overall project by the end of 2011.

At this time, we believe the pile driving activity will occur every Sunday through October, but if that should that change, we will certainly let you know. During the week of Monday through Friday, pile driving hours have been set from 8:00 am to 7:30pm.

We apologize for any inconvenience this may cause and we appreciate your patience with this activity.

Traffic Control on Soscol Avenue for the Next Two Weeks

Just a reminder about the construction activities and lane closures happening on Soscol Avenue during the weeks of July 5th and July 12th.

Beginning Monday evening, July 5th at 9:00 pm, Soscol Avenue will be closed to ALL traffic for construction activities. Traffic will be re-routed down First Street and McKinstry Street and Main Street. On Wednesday afternoon, one lane in both southbound and northbound directions will be re-opened. On Friday, July 9th, all lanes will be open to traffic through the weekend.

Starting Monday July 12th, the contractor will re-route traffic down First St and McKinstry Street for all Northbound traffic. There will be one lane traveling south available in the south bound side until Wednesday afternoon. On Wednesday, July 14th by noon, the contractor will then provide one lane in each direction on the south bound side of Soscol until Friday and then re-open all of Soscol by Friday afternoon.

One lane traffic in each direction on Soscol will continue on and off through the end of September.

Also, a Soscol Avenue closure will occur in July. Beginning Monday, July 12 around 2:30pm, Suulutaaq will be closing the Northbound lanes on Soscol. The closure is to install a new sanitary sewer line across Soscol Avenue and under the railroad tracks. The contractor will reopen one Northbound lane on Wednesday, July 14 at noon. One lane of travel will be maintained in the southbound direction during this time.

The original closure of Soscol Avenue as included in the contract allowed for a five day closure of both directions. However, with a redesign and the partnering with the US Army Corps of Engineers, the City of Napa and Napa County Flood Control, Suulutaaq is able to reduce this closure to a one direction closure lasting just under two days.

Update -- North Soscol Avenue Pedestrian Control Next Week

Soscol Avenue has only has one sidewalk, and this is being raised and replaced as a part of the Flood Control Project. To accomplish this sidewalk raise, starting Monday, Suulutaaq will be establishing pedestrian traffic control on Soscol Avenue. The pedestrian control will range from Pearl Street to McKinstry Street and will require foot traffic to be routed to side streets. (Yajome Street and McKinstry Street).

Also, starting Monday, the Contractor will be starting the permanent sewer work at Soscol Avenue, and will be closing individual lanes to accomplish this. Traffic will continue to flow. Once the sewer work is completed, the Contractor will commence raising the street in much the same matter as First Street, though traffic will remain open. This will continue through September and October of this year.

June 11th, 2010, Napa, CA -- The Oxbow District of downtown Napa welcomes the re-opening of First Street with a special "Break Down the Barriers!" celebration on Tuesday, June 15th, from 5:00 to 8:00 p.m. Everyone is invited to attend this celebratory occasion which will happen in conjunction with �Locals Night� at the Oxbow Public Market and will coincide with the actual re-opening of First Street.

"We are thrilled with this welcome news of the early re-opening of First Street," stated Steve Carlin, Founder and CEO of Oxbow Public Market. Update -- Construction Work on Soscol Avenue During the Month of June.

This is an update on construction activity that will be happening during the month of June on Soscol Avenue.

Beginning the week of June 7th, Suulutaaq will be installing the sanitary sewer bypass line to enable the installation of the new sanitary sewer trunk main that crosses Soscol Avenue.

It is important to note that this work will be done in sections to help minimize the delays to traffic from Vallejo Street to First Street.

On Tuesday June 8th, the contractor will be performing night work from 4:00 PM through 7:00 AM Wednesday morning. Workers will be removing the train tracks to trench across the Northbound lanes of Soscol and re-installing the tracks once this has been completed. (The noise level will be similar to the noise level when the contractor raised the tracks in February).

Night work will resume Wednesday evening June 9th as the team will be continuing with the trenching across the Southbound lanes of Soscol. There will ONLY be traffic control set up for three days this week (Tuesday, Wednesday and three hours early morning Thursday).

On Monday June 14th & Tuesday June 15th, the #2 lane Southbound will be closed from Vallejo St to Clinton Street to install the seconnd sewer bypass line. Once this has been completed, the lane closure will be opened up to normal traffic flows.

From Monday June 21st through July 1st, the contractor will be working in the South bound lanes of Soscol Avenue while traffic is reduced to one lane in each direction on the northbound side of Soscol.

First Street is on schedule to open early by the end of June.
