Background: Napa flood control has been a long time coming. The US Congress authorized a flood protection project in the City of Napa in 1965 but no funding was provided. A severe and lethal flood in 1986 regenerated interest and the US Army Corps of Engineers was petitioned to reactivate the project.  Some funding to complete a phased part of the project existed, and in early 2009 the Federal Government provided additional stimulus funding for the Napa flood control project.  This contract is a critical next step toward final completion of Napa flood control.

The purpose of this Napa Railroad Relocation Project is to construct a new rail bridge over the future Oxbow Bypass and replace the existing rail bridge over Napa River in order to provide flood protection to the community.  These new bridges need to be constructed high enough to avoid blocking flood flows and to ensure that other flood project features can be constructed and function effectively.  Additionally, this vital construction project raises three street railroad grade crossings at First Street, Third Street, and North Soscol Avenue and raises 3300 linear feet of railroad track 2-5 feet in elevation.


  


Upon completion of this project, under future contracts the Corp of Engineers will construct flood defenses along Napa Creek, dig a river bypass channel, construct flood walls along the river, and install three pump stations to protect downtown Napa.

Amount:  $64,965,826, ($53,383,925 of this total is Recovery Act Stimulus funding)


Project Summary: 

  • Relocate existing railway facilities including the removal of one railway bridge, removal of two building structures, and miscellaneous facility demolition
  • Construction of two new railway bridges, one over the Napa River, and the second over the planned Oxbow bypass
  • Raising three street railroad grade crossings at First and Third Streets and North Soscol Avenue
  • Raising 3300 linear feet of railroad track 2-5 feet in elevation
  • Reconstruction of streets and sidewalks including construction of retaining walls, stairs and ramps
  • Reconstruction of private driveways and sidewalks; relocation of underground utilities including domestic water, sewer, storm drain and electric; construction of new storm drain facilities and street lighting

Estimated Completion Date:  End of 2011
